Many highly competitive or highly-ranked programmes, and most professionally regulated subjects (law, teaching, some health fields), ask for more than 6.5.
Because 6.5 is such a common baseline, it opens up the largest range of realistic options among the three bands on this site — but "common baseline" doesn't mean universal, and specific programmes still vary. Overall Band vs. Section Scores

Many universities set two separate conditions: a minimum overall score, and a minimum for every individual section (often phrased as “no band below X”). Writing is the section Indian test-takers most commonly score lowest on. Meeting the overall average isn't enough if a section-specific minimum isn't met — always check both numbers on your target course's actual requirements page.
